The ICC (International Certificate for Operators of Pleasure Craft) is a certificate which provides an evidence of competence in foreign countries.
The Resolution 40, issued under the United Nations Economic Commission for Europe (UNECE), details how and to whom the ICC may be issued.
The ICC’s validity is determinate by the visited country, so it is not an International qualification. It is a valuable document when boating abroad.
What does the ICC do?
When you visit another country, you can be required to comply with the maritime legislation of the visited country in addition to your vessel’s country of registration. The ICC helps to overcome the differences from one country to another.
The ICC it is an assurance from one government to another that the skipper is sufficiently competent, even not holding the visited country certificate.
Acceptance of the ICC
The ICC should be automatically accepted in countries which have adopted Resolution 40.
It is often accepted on informal basis. Spain, Greece and Portugal, have not adopted Resolution 40 but are still likely to ask visitors for an ICC.
The RYA ICC only becomes relevant within the territorial waters of another country and the visited country determines the ICC’s validity.
The fact that you have a UK ICC issued by the RYA, doesn’t mean that will be acceptable to the Flag State of your own boat or hired.

How to obtain an ICC?
If you don’t have any RYA certificate, you can take the ICC Assessment to demonstrate your competence. This can be arranged through a RYA recognised training centre.
If you have a RYA certificate, you only need to complete an ICC Application Form and sign the declaration.
