What is the ICC?

The ICC(International Certificate for Operators of Pleasure Craft) is a certificate that accredits your competence in foreign countries.

Resolution number 40, issued within the framework of the United Nations Economic Commission for Europe (UNECE), details how and to whom the CPI can be issued.

The validity of the ICC is determined by the country visited, so it is not an international qualification. It is a valuable document when sailing abroad.

What does the ICC do?

When you visit another country, you may be asked to comply with the legislation of the country visited in addition to the country of registration of your vessel. The ICC helps to overcome differences from country to country.

The ICC is a way of guaranteeing from one government to another that the employer is competent enough, even without having the certificate of the country visited.

ICC Acceptance

The ICCshould be automatically accepted in countries that have adopted Resolution 40

Often accepted informally. Spain, Greece and Portugal have not adopted Resolution 40, but are likely to still request a CCI from visitors.

The RYAonly acquires relevance within the territorial waters of another country and the country visited determines the validity of the ICC.

Just because you have a UK ICC issued by the RYA, does not mean that you are acceptable in the Flag State of your own or chartered boat.

How to obtain an ICC?

If you do not have any RYA certificates, you can take the ICC Assessment to prove your competence. This can be arranged through an RYA-recognized training center.

The ICC Assessment is an exam that is carried out to check that the skipper has sufficient knowledge to navigate. To safely apply to the ICC, you need to master a number of skills,
both theoretical and practical, related to navigation.

  • Practical: The purpose of the practical test is to give every candidate the opportunity to show that they are capable of skippering a boat without endangering or damaging other people, boats or the marine environment.
  • Theorical: which is based on a half oral half written tests knowledge of regulations, safety, navigation and pilotage.

Regulation.

  1. Know the responsibility to maintain adequate surveillance.
  2. To be able to determine a safe speed.
  3. Be able to recognize a possible collision situation.
  4. Know how to identify a vessel that gives way in a collision situation.
  5. Know the measures that must be taken to avoid a collision.
  6. Know the responsibilities of a small boat in a narrow channel.
  7. Know how to recognize sound signals
  8. Know how to do and recognize visual distress signals.

Safety.

Know how to use and instruct the crew in the use of:

  • Life jackets, distress flares, firefighting equipment, safety ropes.

Preparation for navigation.

Know how to prepare a boat for sea, including safety instructions, engine checks, fuel loading, loading and weather information.

Coastal waters.

  • Rules of the road, piloting and navigation.

In the event that you hold an RYA certificate, you would only need to fill out an ICC Application Form and sign the declaration.
